In Chicago (and other cities), service requests don't exist as completely discrete units. They can have "follow on" requests that occur when the original request is closed and a new request is opened. This happens when one department transfers the work to another department (i.e. the Roads dept. transfers to Water department because the issue is really a sewer leak, not just a normal pothole).
